Under California Civil Code 4735 (AB 349, signed into law in 2015), an HOA cannot prohibit artificial turf outright, any governing-document provision that bans it or has the effect of banning it is void and unenforceable. Your HOA can still require architectural approval and set reasonable rules on appearance, color, or how it blends with the community's design standards, but it cannot flatly deny your project just because it doesn't want turf. Given how much of Chino Hills is HOA-governed, this is worth knowing before you assume you need to fight for approval.
